Position provides primary care services in a public health setting.  Position provides medical services to a diverse population of clients in rural public health clinics.

Must be licensed as a Physician in the State of Florida.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of the prevention and treatment of infectious diseases of public health significance, prevention of diseases of environmental origin, prevention of injuries, promotion of healthy behaviors, response to disasters and assistance in the recovery, and providing access to health care.

Skill in monitoring, investigating, and diagnosing health status to identify and treat health problems.

Ability to evaluate effectiveness, accessibility, and quality of personal and population-based health services.

DUTIES AND RESPONSIBILITIES

This position is responsible for the medical component of the public health programs for the Bradford and Union County Health Department/New River Community Health Center. The Physician provides medical direction and consultation to all professional health care staff involved in the provision of all public health services as requested specifically in the areas of primary care, family planning, communicable diseases, chronic disease and environmental health throughout Bradford and Union Counties. Provides male and female healthcare services, family planning, diagnostic evaluations, and physical examinations for adults and minors for new and existing clients in the rural, medically underserved counties of Bradford and Union Counties under Title X guidelines.  Medical services are provided to clients for primary care services including preventive services to high risk individuals related to disease, nutrition, occupation or other conditions, and for programs providing for low income and other medically needy individuals. The position is responsible for conducting appropriate clinics or alternative services to meet program objectives. This includes direction of staff and activities related to medical care of acute and chronic medical conditions and referrals. The position also serves as a community health consultant to respond to local public health concerns.

Works in clinic seeing pediatric patients as directed by the Administrator

Coordinates clinical services. Provides input in the design of the clinic appointment schedule to optimize efficiency and recommending clinical staffing and equipment needed. Maintains security and confidential guidelines of all staff. Approves collaborative practice agreements with ARNP’s and PA’s and supervises ARNP and Medical Assistants.

Serves as the laboratory director, if the health department has a laboratory, assuring compliance with CLIAA standards and current certification. Reviews laboratory results and assures appropriate interventions for those with abnormal results.

Oversees the Bradford and Union CHD pharmaceutical programs, maintains relationships with private medical sector to include local hospitals and provides needed public health consultation to the private sector.

Complies with Department of Health’s confidentiality policies and confidentiality laws in Sections 455.241,384.29,384.26,384.30,381.004,392.54, 392.65,694.4615, Florida Statutes.

All employees are expected to complete timesheets and EARs/DARs as required, both accurately and within the required timeframe. All employees are expected to complete mandatory trainings within the required timeframe, as deemed necessary by the Department, the Delegated Authority, grant requirements and/or Florida Statutes.
