This is specialized complex program support work for a large caseload of the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Fluency in Creole/English or Spanish/English is preferred. Work is performed in the West Palm Beach Health Center the supervision of the Administrative Assistant II. Work requires independent judgment and decision making and must follow specific federally regulated procedures. The incumbent is expected to communicate (by phone or in person) in a courteous and professional manner at all times. Complies with the mandatory requirements in Section 215.422 F.S. and Chapter 3A-24 Florida Administrative Code regarding prompt payment process of special formula.

This position is required to maintain confidential information in accordance with the DOH and PBCHD information security policy, protocols and procedures. Confidential information data sets include: Social Security; WIC and Administrative. This position may view, updated or release confidential information. This position has access to HMS; WIC FL WISE System; FMMIS; Florida Shots; Internet and email.

Responsible for income eligibility determination for WIC participants according to DMS150-24 (WIC Supplemental Procedures Manual). Will verify client eligibility in the Florida Medicaid Management Information System (FMMIS) for the purpose of confirming adjunctive eligibility.  Interviews clients to obtain and verify demographic and income data. Initiates client router for each client.  Initiates the establishment of client record in the WIC FL WiSE System.

Issues cash equivalent EBT benefits according to DMS150-24.  Notifies clients of expiring certification.  Dispenses directly distributed infant formula according to established procedures.  Maintains inventories according to established state and agency requirements and procedures.

Answers phone and appropriately handles all calls according to PBCHD policies and procedures.  Schedules certification, re-certification and follow up appointments in WIC FL WiSE system according to established procedures.  Follows up on missed appointments.

Provides referral to other PBCHD services, resources and other community agencies and programs.  Offers clients an opportunity to register to vote according to Federal mandates.  Completes a voter preference form for authorized representatives for all certification and re-certification appointments.  Views FL Shots to assess immunization record for targeted groups of clients for immunization status.  Refers clients in need of vaccination to Immunization clinic. Follows up on monthly management reports as directed by the supervisor and/or the Vendor Manager.

Explains WIC program eligibility, application procedures, EBT card usage and return appointment system.  Provides basic nutrition and breastfeeding information to clients.   Actively participates in breastfeeding promotion and support activities.

Participates in the training of new employees as directed by supervisor.  Provides coverage in satellite clinics and relief coverage in other PBCHD centers as needed.  Participates in staff meetings, in-service training and other staff development activities. Participates in daily clinic operations such as mail distribution and other activities necessary to maintain clinic operations. Participates in WIC outreach activities within PBCHD and in the community.

Utilizes HMS for entering the EARS within 7 days of service.  Completes other reports as required and according to established deadlines.

Performs other related duties as required.

  •  Fluency in Creole/English or Spanish/English is preferred.
  • This position works primarily in an office setting and most of the working period is spent in a seated position. Tasks may involve extended periods of time at a keyboard or workstation.
  • Travel throughout Palm Beach County is required; must have access to reliable transportation.
  • This position requires substantial repetitive movement of the wrists, hands or fingers for sustained periods of time.
  • This position requires constant contact with the public in a busy clinic.
  • The employee is occasionally required to lift and/or move objects up to 25 lbs.
  • Incumbent may be required to work before, during, and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limit to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Working hours are daily from 8:00 am to 5:00 pm with a variation in work hours which may be adjusted to accommodate evening and/or weekend clinics or activities.
