The Senior Clerk is a Career Service position with the Florida Department of Health in Lee County.  The incumbent reports to the Health Information Manager-SES. This position must maintain current work knowledge and skills based on the Department of Health programs and policies. This position is classified as a sensitive position.  Incumbent handles protected health information on a need to know basis following Department of Health Information Security and Privacy Policy procedures.  Employee abides by State/Federal laws governing health information.  Employee is responsible to maintain confidentiality, security, privacy and integrity of protected health information.  This is a position which is required to provide clerical coverage at the Fort Myers and North Fort Myers sites. This position will also be assigned to perform clerical functions at other locations for services that may arise. This position may also participate in clinic events that require clerical personnel on evenings, weekends, and during regular business hours. This position has access to the following information sets: Immunizations, electronic and paper health records, laboratory, PEPW, Family Planning Waiver, HIV, Ryan White, Insulin and Epilepsy Healthy Start, Employee Health, STD, Family Planning, TB, and Refugee Health.  Refers to and utilizes DOH 50-10 Information Security and Privacy Policy as needed. This position has Security Level 3 access in the Health Management System (HMS) which includes full SSN on all demographic pages and client banners and allows users to add, edit, and update SSNs on the Demographics page and run special reports as required for job function. This position serves a large population of Spanish speaking clients and the employee may be required to perform interpreter duties if bilingual.

First point of contact for clinical services. Performs sign-in process, greets clients in an efficient and friendly manner, assessing their needs by providing accurate direction, if needed, and courteously handling their needs. Responsible for cashiering duties including handling monetary transactions, recording of services provided into HMS, and receiving cash, credit card or checks for rendered clinical services. Records services into the HMS billing portal following established Accounts Receivable, Cash Handling Policies and Procedures. Processes bills for Medicaid, Medicare, and private insurance in HMS system on the day of service. Accounts for all services and issues receipts for clientele. Prepares daily deposit and balances monies received. Schedules upcoming appointments following departmental procedures and provides appointment card to client.

Performs registration functions in accordance with HMS Client Registration User Guide. Ensures proper consents are signed by clients. Assists clients with completion of Department of Health Consent/Authorization forms for release of information as needed.  Provides notice of privacy practice to clients as required, keeping record of acknowledgment and assists with information regarding any inquires on completion of form.  Checks in and interviews clients to determine economic indigence based on Federal Poverty Guidelines. Reviews intake information obtained for accuracy and completeness. Records and maintains accurate computerized data.  Performs daily scanning functions following internal departmental procedures. Verifies the appropriate financial status is indicated in HMS and appropriate sliding fee scale has been assigned.  Utilizes FLMMIS and Availity to ascertain Medicaid and third-party insurance eligibility and updates information in HMS. Registers clients into Florida State Health Online Tracking System (Florida SHOTS).  Ensures Immunization data is entered accurately into HMS and Florida SHOTS.  Participates in immunization outreach events as indicated by supervisor. Generates superbill with all pertinent data.   Completes, and assigns daily fax requests received or sent.

Completes/certifies Employee Activities Reports (EARS) and submits timesheets in a timely and correct manner as mandated by policy and procedure.  Attends required meetings and trainings and keeps current of all policies and protocol. Completes DOH annual mandatory trainings within indicated time frame. Participates with special projects as the need arises, performs miscellaneous related work as required.
