The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Rick Scott and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. The Department of Management Services facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. This position is responsible for the development of policies and business plans for the Division of Real Estate Development and Management. This position works close with the division’s leadership team and bureau chiefs to develop aligned and successful strategies and operational directions to formulate changes and improvements. The position reports to Deputy Bureau Chief of Business Support Services.
Responsible for leading, developing and implementing operational policies and procedures for the division. Develop, maintain, and communicate all division policies.
Research, analyze and monitor policy issues affecting the division.
Responsible for development and implementation of the internal audit process for the division and conducts internal audits for compliance with processes, policies and procedures. Identifies best practices and opportunities for efficiency related to business operations and makes recommendations for improvement to division leadership.
Assists leadership with the development and implementation of operational direction and strategies for the division.
Responsible for process and business planning efforts for division.
Develop and maintain all division processes.
Research, analyze and monitor process improvements for the division.
Assists Training Coordinator with Employee Onboarding training.
Assists Strategic Planning Section with developing, tracking and quarterly reporting on all of the division’s Key Performance Indicators (KPIs). Assists with developing and maintaining supporting documentation associated with KPI development, including, but not limited to benchmark data for each KPI. Develops and tracks action plans for KPI improvements.
Assists with development, implementation, tracking and documentation of processes and process improvements within the division, including documenting policies, procedures, best practices, forms, checklists and other tools and resources.
Performs related work as required.
