DL Facilities Support Services Joint Venture is currently seeking a Facilities Manager to manage operations and maintenance within the property line of U.S. General Services Administration properties.  These properties include:

Federico Degetau Federal Office Building

Clemente Ruiz Nazario U.S. Courthouse

Rain Foreset Child Care Center

Federal Parking Garage

Hato Rey, Puerto Rico

Jose V. Toledo Federal Office Building and U.S Courthouse

Old San Juan, Puerto Rico

Ron De Lugo Federal Office Building and U.S. Courthouse

St. Thomas, U.S. Virgin Islands

Almeric L. Christian Federal Building & U.S. Courthouse

St. Croix, U.S. Virgin Islands


The Facility Manager Office will be located at the Federico Degetau Federal Office Building, Hato Rey, PR.



The Facility Manager shall have at a minimum a high school diploma or equivalency and 5 years of recent (within the past 7 years) experience in the management and supervision of building mechanical maintenance operations for buildings of the approximate size and characteristics of the buildings to be covered by this contract.


  1. Manage the administrative operations and maintenance (O&M) of all federal buildings under this contract. Have complete authority to act on behalf of the contractor, providing leadership and direction for own area of responsibilities.
  2. Manage a staff of technical supervisors, ensuring the same quality of service across all facilities. Coordinate announcement for vacancies in an expeditious manner, informs and include COR in candidate interviews, recommend selection, prepare request for clearances, hire employees including on-site supervisor, technical staff, and administrative support. Prequalify staff members with GSA to serve as acting on-site supervisors, during their absences. Disciplines and replace employees as necessary.
  3. Communicate fluently in both English and Spanish language (orally and in writing).
  4. Ensure that safety plans are prepared for all buildings under this contract.
  5. Adhere to the most strict government security requirements. Regularly meet with GSA Security and Building Managers to discuss security requirements for O&M personnel. Manage contractual process to obtain security clearances for new employees and for the renewal of existing ones. Shall have all contract employees sign in/out whenever entering/exiting FOBs and keep a proper log.
  6. Oversee the operation and maintenance of machinery, equipment, and electrical and mechanical systems. Knowledge of machines and tools, including their designs, uses, repair, and maintenance Prepare an annual repair and replacement plan in coordination with on-site supervisors. Oversee the development of and implementation of preventive maintenance (PM) plans and recommend predictive projects.
  7. Coordinate the development of safety, hurricane, environmental (e.g. spill) action plans. Ensure compliance with safety regulations and the environmental plan. Understand sustainability and environmental issues and impact on facilities management.
  8. As required, support GSA Building Managers while representing GSA to tenant agencies, the public, visitors, contractors, local government and other external sources. Business like, professional appearance and dressing.
  9. Negotiates O&M contracts and manages relationships with vendors who service the buildings being managed. Qualify new vendors.
  10. Ensure that all facilities under this contract minimize the use of energy and water resources, maximizing equipment efficiency. Inspect meters to ensure accuracy and communicate with local utility companies to resolve service issues. Recommend long-term maintenance projects.
  11. Prepare operations and energy plans for all buildings under this contract.
  12. Provide coverage during On Site Supervisors scheduled leave and extended absences.
  13. Shall have the authority to purchase and manage all related maintenance supplies and repair parts for all equipment's in the facilities.
  14. Must have the authority to accept notices of deductions, inspection reports and all other correspondence on behalf of the Contractor.
  15. Assist Property and Building Managers in fulfilling MARS, OSH, and Energy audits requirements.
  16. Inspect grounds, buildings, and equipment, noting and reporting need for repair and replacements
  17. Shall have the authority to accept notices of deductions, inspection reports and all other correspondence on behalf of the government
  18. Shall have the authority to purchase and manage all related maintenance supplies and repair parts for all equipment's in the facilities.
  19. Monitor, train, evaluate, and guide facilities personnel.
  20. Recommend and oversee renovations projects to improve the building's energy efficiency and water conservation. Manage incidents and emergencies.
  21. Ensure proper use of the government furnished and mandated CMMS for all buildings under this contract.
  22. Contribute to disaster recovery and planning.
  23. Regularly (bi-weekly as a minimum) meet with Property and Building Managers to provide contract requirements updates and receive further directions. Provide reports to GSA as indicated by the COR.
